Level 3 accuses five unnamed US ISPs of abusing their market power in peering — Tech News and Analysis http://ow.ly/wv130 It appears that the major broadband players are slowing down consumer access to Netflix and other video services, they then ask the video service provider to pay them to use their network. The same network that the consumer is paying to have access to the video content provider. Sounds like double dipping to me more information in the article that is linked.
